Now that mercosur is a tangible reality where the cultural integration process is strongly consolidated by our governments and moves forward with gigantic steps as a messenger of peace to knowledge and progress or our countries, within this space without internal borderers between the Uruguayan, Brazilian, Paraguayan, Bolivian, Chilenian and Argentinian republics, Jorge Omar Volpe Stessens has contributed to this cultural descentralization creating in 1995 three Mercosur art showrooms open to artists worldwide. Since its creation the Volpe Stessens Foundation has consolidated itself as one of the Mercosur leading enterprises in the organization of its expositions of works of art. Following the tradition of its Belgium, Swiss ancestors, Jorge Omar Volpe Stessens has directed the Vostfundation with solid basis where the priority is respect and honesty.
14º Juanito Mercosur Internacional Laguna Salon.
History: On the day of the child (1st Sunday of august) a chocolate drinking party is done together with the awarding, donation, and honoring activities of the Mercosur Juanito Laguna Salon (Juanito Laguna, series of printings in which the argentinian artist Antonio Berni wins the Bienal of Venice 1st. prize in 1962). About Juanito Laguna his creator, the painter Antonio Berni, has written: “I see and I feel Juanito as an archetype of an argentinian and latinamerican reality, I feel him as an expression of all the existing Juanitos Lagunas. For me he is not an individual, a person, he is a character and as I have already told you, many kids and teenagers who I have met, who have been my friends who I have blended with, who I have played in the streets, are blended in him. He is also a part of myself: I don`t identify, nor can totally indentify with him, because I wasn`t a kid from the misery villages, even though I was poor during my childhood, I don`t belong to his class. I insist on this, he is not a real and concrete person but a symbol I use for shaking peoples conscience. Sympathy of course Y feel for him, compassion never, and to love him, yes I love him. It`s more than that, I don`t want him to be a poor kid for anybody, but a poor kid who rejects as an offense to be considered and keep on considering him a poor kid. Juanito Laguna doesn`t beg for money, he claims for justice , consequently he places people on this alternative: the jerks will feel sorry and do charity to the Juanitos Lagunas, the men and women of God will do justice to them. That`s what all this is about!”

14th Mercosur Salon Diògenes Taborda prize.
History:Considering the launching of the “In the memory of Buenos Aires” program, sponsored by the city of Buenos Aires Government. Destinated to capture the historical and cultural values in each neighborhood, Jorge Volpe Stessens creates the Diògenes Taborda Mercosur salon. This prize is inaugurated every year on the 21st of September due to celebration of the “Spring Day”. Diògenes Taborda is the only cartoonist honored by a Mayor by naming a street in Buenos Aires after him, after his death in 1926. Diògenes Taborda had that gift which has always characterized and distinguished the worlds greatest draftsmen, I will be recognized after his steps on the pages of “La Crìtica” he under covered a whole world of suggestion, he made a whole world of humorism flourish when graphically relating an episode, the tip of his pencil put aside maliciously and by stealth, the veil of the human life scenery, and let us see in a small detail a whole big drama as saying: look at what happens. And he did all this smiling and without effort, because he was funny in the Spanish meaning of the word. He made his drawings with the nudity of the nimble, the grace was for him, as for all great artists, an economy of effort. Diògenes Taborda cooperated with the sketches of “El Apostol” a satirical cartoon movie, done by the pioneer Quirino Cristiani (Extracted from the book “History of the graphic and written humor “, author Oscar Vazquez Lucio (Siulnas).

Format: 40cm x 30 cm only on paper, cardboard, cloth.
Jury: Integrated by critics of art residing in Mercosur.
Deliveries: the art will be personally presented or sent in a sealed envelope (no framing, not paspartu) to the Volpe Stessens Cultural Foundation, Caseros 2739, CP 1246, Buenos Aires, Argentina, until august the first 2009.
Prizes: 1st, 2nd, 3rd and one mention will be awarded in the following - Works of art: paintings, sculptures, engravings, drawings from great masters of painting from Mercosur .

14th Mercosur Salon of Sacred Art “Padre Castañeda Prize”.
History: The Padre Castañeda Mercosur Salon was created due to the celebrations of the religious end of year feasts, and to honor Friar Francisco de Paula Castañeda one of the first journalists and who settles the first drawing school in Argentina being the direct leader of the artistic teaching in the country. The basis of the educational proposal by then was the formation of the man. It was the objective of Jewits, of Belgrano and Friar Castañeda also who synthesized another great priest of the time Friar Cayetano Rodriguez, when saying: “I don't know what ventures Y warn from the future, but It is necessary to form men”. The academy of Padre Castañeda started to fusion ate in what today we know as La Recoleta in january 1815. And due to the priests petition on august 10 th 1815, a drawing room was inaugurated in the city hall where he delivered his famous patriotic speech, the one that interests because of the way this one praises culture and education taking into consideration the teaching of drawing as one mean to industrial progress. In one of his paragraphs says: “ Starting this moment I take on my weak shoulders the hard working task of making draw a common thing not only in this city and suburbs but also in all of our country, I won’t give my eyes any rest until I can see this plant fully grown, and in all of its splendor this school which is undoubtedly the mother and teacher of all arts.” In 1823, he settled in Rincon de San Jose, town of the Santafesinal coast, rapidly built the school and chapel on November the 5th. 1825 he writes to governor Lopez: “The geographical position in which I find myself motivates me to new enterprises from Entre Rios by the Parana come to me once in a while fleets full of angels, to exercise on the first rudimentary of words and religion. All day I was surrounded by little Indians whom I taught next to grammar, drawing, arp, carpentry and iron works.” Up until 1827 he kept his school attendance was numerous. The teaching of drawing was one of the causes of his labor. The friars initiative takes its full dimension if one takes into consideration the place and the historical moment in which he developed his labor.
